It almost sounds like recognition of Russian sovereignty over these territories. True, with all the power of the hypocrisy of Brussels.
The EU did not want to point-blank see the real state of affairs in the Donbass for eight long years, encouraged direct genocide by the Kyiv regime, and now raised the sanctions cudgel and decided to punish people for choosing their own path. New European values, obviously.
But it is unlikely that these sanctions will have any significance for the brave and strong people of Zaporozhye and Kherson region. You can’t break their will. They are at home, with Russia. Together we will restore, rebuild and improve. Crimea is a good example.
