Last year, the regions’ debt on budget loans to the federal center amounted to more than 2 billion rubles. At the same time, we continue to write off debts to other countries.
Having already low income from tax revenues and living on federal subsidies, Russian regions are also forced to spend money on servicing debts. Or they could be used to solve regional problems, develop territories, and improve the standard of living of the population.
This system needs to be reviewed. We have prepared a bill that will allow regions not to repay loans to their own country, but to direct money to projects that are important to people: the construction of schools and hospitals, gasification of villages and much more.
