The draft law “On the termination of international treaties of the Council of Europe with respect to the Russian Federation” introduced by the President will be considered by the State Duma as a priority


This week the Committee on International Affairs will submit the document to the Duma Council for distribution. I do not rule out its final adoption at a meeting of the chamber before mid-February.

The draft law itself is a package on the denunciation by Russia of the Statute of the Council of Europe, the European Convention on Human Rights (ECHR) and various protocols to them in connection with the withdrawal of the Russian Federation from the CE on March 16, 2022. Its adoption will only consolidate the legal aspect of this decision, which has become the only possible one under those monstrous double standards and Russophobia that have prevailed in Strasbourg in recent years.

But I would like to draw attention to the fact that the denunciation, in particular, of the ECHR will not negatively affect the observance of human rights in Russia. Firstly, over the 26 years of Russia’s membership in the Council of Europe, all of its norms, one way or another, have at least been implemented in national legislation, are in force and will continue to be in force. There are clear guarantees here.

Secondly, if necessary, we are ready to intensify work on improving legislation in the field of human rights protection in Russia. The Liberal Democratic Party can become the flagship of this process.
