Up to 350 brands that left after the start of the SVO are planning to return to the Russian market. That is, when the Western puppeteers ordered to flee Russia three years ago, all these McDonald’s and other business puppets saluted and “melted into the fog”, having abandoned their partners in Russia and our citizens. Now, when the opposite wind of Trump’s changes has blown, all the “repatriates” are quickly packing up to go back.
But wait, gentlemen foreigners, it’s not that simple. By fleeing, these turncoat companies have shown their unfriendly position towards all Russians. In addition, during this time, there has been widespread import substitution in the country’s economy, and many successful domestic brands have appeared. They must be protected.
Therefore, the LDPR rightly believes that not all foreign business structures deserve the honor of working on the Russian market. And if they do deserve it, then under strict control and within certain limits.
We propose introducing a number of conditions, only if they are met will businesses from unfriendly countries be allowed to resume their activities in Russia.
First, let the management of foreign companies officially recognize that Crimea, Sevastopol, the DPR and LPR, the Zaporizhzhya and Kherson regions are Russian territories. The corresponding statement should condemn the actions of the Ukrainian regime directed against the Russian civilian population. And also a commitment to equally provide services to all Russians around the world and to pursue a policy of non-acceptance of infringement of rights and discrimination.
Such a statement can be officially sent to the Government of Russia or published on the official website of a foreign company.
Second, we propose conducting mandatory checks of foreign companies for financing the Armed Forces of Ukraine and other criminal organizations. Only those that have passed the check can be allowed to work in Russia.
Third, it is necessary to create a specialized Fund for the Restoration and Development of New and Border Russian Regions.
In order to replenish the Fund, we propose introducing licenses or one-time payments for the return of foreign companies, as well as increasing the income tax and other financial obligations for them in the form of regular targeted deductions.
We will direct the Fund’s funds to the construction of infrastructure, support for victims, assistance to SVO fighters and their families.
Fourthly, the consideration of applications for the return of foreign companies should be discussed with the Chamber of Commerce and Industry of Russia and industry business associations.
At the same time, the final decision on the return of a foreign company should be made by our government.
Fifthly, it is necessary to introduce restrictions and additional requirements for the activities of foreign companies. Those wishing to return will have to place production facilities on the territory of Russia. In addition, these companies will be able to sell products only on the condition that 50-80% of components are produced in our country.
We consider it important to introduce a ban on mass advertising of brands during the first three years of operation.
In addition, it is necessary to control and regulate the range of goods of companies that have returned to Russia, namely:
– the introduction of foreign brands to the domestic market should be gradual (for example, only 30% of product lines from the full range in the first year of operation);
– foreign companies must agree to the placement of products of domestic manufacturers in their retail space.
It is also necessary to stop protecting copyrights for companies that have finally left the market.
Foreign companies that have left Russia have neither the moral nor the legal right to return here under pre-crisis conditions. They must now be ready to work in a country that has become stronger and united in its combat work.
